When National Challenge was announced in 2007, 40% of secondary schools in Birmingham were classed as National Challenge. This is underachievement on an industrial scale and one of the worst for the size of Local Authority. Cllr. Les Lawrence and Tony Howell will bleat that Birmingham is better than the core cities but the core cities are down at the bottom of the national league tables!
